今天，西方列强们的目光都集中在中国的台湾海峡，
解放军一场声势浩大的演习正在台海紧张进行。
台办主任刘结一16日在回答“解放军军演是否针对‘台独’”时重申——我们举行军演，是为了捍卫我们祖国主权和领土完整。
对美国的踩线行为和台毒分子的嚣张，以前，大陆很多时候都是用抗议了事。
如今，大陆换了方式，直接用炮弹来表达自己的愤怒。
抗议吓不走豺狼，环球看热点为我们国家雄起点赞。
虽然，军演振奋人心的画面还没有传回来，但我仿佛已经感受到了解放军那隆隆的炮火。

这次演习地点离台湾的金门只有60公里，但金门的老百姓却表现平静。
在金门，很多老百姓都是到大陆打工，甚至，连自来水都是用大陆的，金门老百姓统一之心尤其强烈。

今天，距离统一更近了！统一是大势所趋，也是中华儿女共同心愿！金门，用这种方式在提醒解放军，我们都是中国人！
因为害怕激怒大陆，台湾军方已经停掉了今天台湾的火炮军演。
台湾方面更是是草木皆兵，大毒菜吕秀莲甚至呼吁美国紧急介入，谨防大陆启动突然武统。
可能担心大陆突然发动“活捉蔡蝇蚊行动”，蔡蝇蚊不顾有些同僚的反对，昨天拍拍屁股就“逃离”了台湾。
中国社科院台湾研究所副研究员钟厚涛认为： “在‘台独’势力日益猖狂之时，此次军演无疑向台湾当局和‘台独’势力亮明了底线，传递了清晰的信号——中国大陆有能力、有意志、有决心捍卫国家主权和领土完整，在大是大非面前，大陆不会做出任何妥协和让步。”
针对大陆在台海的军演，美国已经第一时间跳出来表达严重关切：反对单方面改变现状，同时对中国军力的不透明感到担心。
美国自己一个国家占了全世界一半的军费，中国的军费仅仅是美国的四分之一。美国却在这舔着脸大叫中国军力威胁美国，简直是可笑。
大陆为何会在此时突然发起大规模军演？
大家知道，最近美台动作频频，不断挑衅大陆的底线，尤其是通过《台湾旅游法》《美台军舰互访》等一系列严重挑衅大陆底线的行动，加上近日台毒赖清德的台毒言论，已经让大陆忍无可忍。此次军演是在向美台释放强烈信号。台海很有可能将成为中美较量的一个新战场。
大家不知道是否还记得，之前，美国叫嚣要在4月15号要把军舰停靠台湾，中国的底线已经说的很清楚了，今天的台海军演更是用行动告诉美国：有种放马过来，只要你敢来，我就敢统！

美军原先信誓旦旦的军舰访台却一拖再拖，没了消息。

美军太平洋司令提名人戴维森表示，美台军舰互泊与邀请台湾参与军演仍需讨论。
在关键时刻，美国又怂了！

但不得不说，中美两国最近的形式变得越来越严峻了，已经到了面临最后的摊牌时刻，这两天，美国甚至冒着自己经济严重受损也要用停售芯片制裁中兴，可见，美国手里的牌已经不多了，要准备和大陆来一场鱼死网破的拼杀了。
芯片一直是中国的软肋，此时美国停售芯片等于在1996年军演之际停掉中国的GPS一样。给中国提了个醒：关键技术一定不要受制于人，同时也宣告“造不如买买不如租”的理论彻底破产。
多年来，在美国近乎雁过拔毛的严厉封锁下，中国的航母下水了、歼20上天了，北斗服役了，高铁满世界跑了。
他们封锁吧，再封锁个十年八年，我们就都有了。
感谢美国的强力制裁，相信用不了几年，中国将会成为一个迅速崛起的芯片强国。

南海大战：美国航母南海碰瓷，准备闯我12海里，解放军军舰精锐尽出，在南海摆开决一死战的架势，中美海军在南海分别展开拉练，最终美国航母认怂，没有敢动我12海里。
台海大战：曾有美军高官高调宣布：将不会顾忌中国的感受，4月15号美国军舰将访问台湾！
本月12号，我南海军演官兵更是提前结束南海军演，宣布将在18号在台海举行大型实弹演习。
要知道，自从1996年我们台海军演被美军羞辱之后，我们只是在台海进行一些小规模的火炮演习，还没有大型军演。此时突然在台海发起军演，就是向美军释放重大信号：你敢来我就敢统，中国人说到做到！

必须支持移动、电信、联通等多家运营商； 必须支持灵活的接入方式，能够在各个系统、各个终端设备使用； 必须能够整合已有的、分散的各个监控网络，以保证最大程度的利用现有资源，避免重复投资； 必须具有集中管控功能，以保证整个系统可控制、易管理； 3.5.6统一授权认证服务 单点登陆服务为平台内各应用建立一个共用的身份和权限管理体系，提供API、WebService或XML标准接口，为现存的和即将开发的各应用系统提供一个跨平台的用户认证信息管理接口，以便于系统与其它异构系统集成。 3.5.7数据集成服务 支持多种通讯协议，满足平台内各种基础信息库及物流配载信息系统、SAP BO系统、大屏监控系统等各应用系统，也包括外部的GPS、物联网系统等多种通讯协议转换需求。 可靠的信息交换，一致的、可靠的和易于管理的方式来连接应用程序，并为跨部门、企业范围的集成提供了可靠的基础；保证消息的可靠传递，可以克服网络线路质量差或不稳定的现状；全程可追溯：在传输过程中，如果通信线路出现故障或远端的主机发生故障，本地的应用程序都不会受到影响，可以继续发送数据。 物联网感知能力，提供统一标准的接入方式，支持车载GPS或RFID、传感器等终端设备的数据接入。一、项目概况 依照《镇海区开展环境隐患排查、落实属地管理职责工作实施方案》(镇政办发〔2015〕117 号）、《宁波市镇海区人民政府办公室关于推进网格化环境监管工作的实施意见》（镇政办发〔2016〕101号）文件 ，为及时掌握我区环境隐患情况，确保区域环境安全，应大力推进网格化环境监管工作。目前我区已搭建起区、镇（街道）、村（社区）3级的镇海区基层社会服务网格化管理平台。 本次招标的网格化环境监管系统将与宁波市基层社会服务管理综合信息系统进行对接（通过宁波市环保局进行中转）。通过网格化环境监管系统实现对综治平台推送的各类环保问题及企业定期巡查情况（含问题）的汇聚、流转，推进基层环保信息的统一采集和资源整合，建立健全环保事件处理的网上网下联动体系，利用网格化人员充实基层环保监管力量，为镇海环保部门的基层环保问题处置工作提供信息和业务协同的支持。 二、网格化环境监管系统技术要求 （一）项目总体技术要求： 1、采用J2EE架构；采用B/S应用模式。 2、标准规范要求 应当遵从环保信息化建设的有关标准、规范和文件的要求。具体包括如下： （1）系统标准规范体系建设应遵循《环境信息化标准指南》（HJ 511-2009）。 （2）系统的开发过程应遵循《环境保护应用软件开发管理技术规范》（HJ 622-2011）。 （3）系统数据库设计应遵循《环境数据库设计与运行管理规范》（HJ/T 419—2007）”。 （4）系统的网络建设和维护应遵循《环境信息网络建设规范》（HJ 460—2009）和《环境信息网络管理维护规范》（HJ 461－2009）。 （5）系统中污染源的编码应遵循《污染源编码规则（试行）》（HJ 608-2011）。 （二）安全要求： 安全管理是安全保障体系的重要组成部分，它贯穿于网络系统设计与运行的全过程，没有健壮的安全管理，系统的安全性是很难保证的。 项目要求投标人需通过规划系统安全方案、完善安全管理措施，建立各种规章、制度和准则，达到保障网络设施和系统安全的目标。 （三）技术性能、指标 1、主要功能 内容 主要功能 备注 网格化环境PC端程序 环保问题管理 环保问题管理主要功能：问题推送、问题查询、问题筛选、问题导出、巡查问题上报、巡查问题处理等功能。 （1）问题推送 接收综治平台推送的2类数据，一为事件管理单元网格人员日常巡查发现的需环保部门处理的问题数据；二为对象管理单元根据部门要求定期走访企业的巡查结果数据（含存在问题）。 （2）问题查询 可实时接收目前是否有网格员正在巡查企业及相关信息，结合GIS地图进行展示；可按时间范围、区域、问题类型等条件组合查询环保问题；可按区域查询统计季度巡查任务进展及完成情况 （3）问题处理 网格员日常巡查及企业巡查发现的问题，应与区智慧环保平台环境监察移动执法系统进行对接，实现问题任务的下发、流转。 （4）结果反馈 问题处理结果应反馈给综治平台，实现闭环流转。根据《镇海区网格化环境监管考核办法（试行）》内容，制定走访巡查考核评价指标，针对街道环保所走访任务的完成率、完成进度等情况进行考核并自动计算各个街道的考核总得分。 统计分析包括查看基本报表、街道台账等功能。 （1）基本报表 对环保问题按不同维度进行分类统计分析，统计信息可采用图表进行展现。 （2）街道台账 提供统计指定日期区间内的各个街道问题上报数、企业排查数等台账数据；可以查看、导出环保问题报表（含处置结果）。 地图展示包括问题分布地图、巡查轨迹地图等功能。 （1）问题分布地图 地图显示各个街道的问题分布情况，街道环保所走访任务进度统计展示情况。 （2）巡查轨迹地图 输入走访人员姓名和指定时间区间可查询该人员的走访轨迹。还能点击走访过的企业查询到走访巡检人员信息、走访时间信息、企业巡查情况等。 信访案件管理包括新增/修改/删除案件、查询案件、导入/导出案件、打印案件、同步案件等功能。 （1）新增/修改/删除案件 可将各个渠道收集到的信访案件，通过新增案件录入到网格化管理平台，录入的案件还可以进行修改和删除操作。 （2）查询案件 可根据案件的属性进行条件搜索，搜索结果可自定义显示需要显示的列。 （3）导入/导出案件 可根据模板文件直接进行导入案件操作，还可以对案件列表进行全部导出和部分导出Excel操作。 （4）打印案件 可对打印模板进行维护，并根据模板文件生成的案件表单进行打印操作。 （5）同步案件 同步分为自动同步和手动同步，标记完成的案件会自动同步到市环境信访系统，可以打开或者关闭自动同步功能，手动同步可以对选中的单个或者多个案件进行同步。 系统管理包括权限管理、授权设置、日志管理、参数设置、安全管理等功能。 （1）权限管理 权限配置管理主要用于对系统模块集中进行授权，通过该模块可以直接定义人员、角色、权限以及对应关系，该配置将管理集中化，便于进行集中控制。 （2）日志管理 日志管理分为四部分内容，包括用户登录日志、当前在线用户、用户操作日志以及工作流日志等内容。主要是帮助系统管理员了解前台用户的登录状况以及所进行的操作。 （3）参数设置 参数设置是对系统运行的参数进行维护。 （4）安全管理 安全管理主要提供修改/重置密码等功能
